The 'Join Mailing List' button will show on your event page if you do not have a ticket type currently on sale (i.e. the closest date and time for a 'Ticket Sales Start' field is in the future.
To make it so that customers can start buying tickets immediately, go to your ticket options and bring the ticket sales start date and time forward.
